States around the country are facing billions in budget shortfalls, with cuts to education, health care, and infrastructure already on the books.
To try to close the gap, governors and state legislators are appealing for a piece of the federal bailout pie. President of the National Conference of State Legislatures Joe Hackney explains why states are struggling and what he and his colleagues would like to see in a stimulus package.
