Sandy Springs is a city in the Atlanta suburbs that set a trend when it became incorporated in 2005. Sandy Spring city employees are minimal: A financial director, a city and court clerk and some office workers. Everyone else is outsourced, from planning and zoning officials to transport and park authorities.

John McDonough, the city manager of Sandy Springs, talks about how Sandy Springs could be a inspiration for many other areas of Georgia.
