It’s been almost three years since Hurricane Katrina pounded New Orleans. Now the local government is taking a new measure to restore the city to its upright, pre-Katrina state. On July 1, 2008, the City of New Orleans started enforcing pre-Katrina zoning ordinances that prohibit people from living in trailers on private property. But this push toward normalcy could backfire if it pushes residents into homelessness.
