Since the economic downturn, many Americans have to make cut backs. For some people, this means not being able to pay child support in full. In Tennessee alone, child support payments are down $13 million from last year.
We talk with Sheila Jones Calloway, a magistrate in Tennessee who has been hearing child support cases. We also talk with Carlos Jarrett, a father in the state who has been unable to pay in full his child support payments for his 3-year-old daughter.
