Why are we surprised? Why should a company have to give you what you pay for? It's time to start demanding that companies do this. Why are we so complacent about the idea that when we pay for cell phone service, we have to pay more to actually GET service?

Reminds me of the last time I bought tires. They asked if I wanted to purchase the warranty. PURCHASE the warranty? I thought I did that when I bought the tires! And we're not talking about an extended warranty--we're talking about, if the tires are defective and explode five minutes after I drive out of here, you don't do anything about it unless I've paid you extra to do so? Now we have to PAY a company to stand behind the quality of its product?
