India admits security lapses but is still hard on Pakistan.
The Indian government has made its first detailed statement on the Mumbai terror attacks some two weeks after the event in which more than a 170 people lost their lives. The country's newly appointed home minister, P Chidambaram, told the lower house of parliament that there was no doubt that the attack was planned and executed by people in Pakistan.
